When One Winter Plan Creates Three Different Problems

A mixed-elevation portfolio can fail before the first plow moves. One of the most common procurement mistakes is assuming that “standardized service” means every property should trigger, sequence, and close out snow work in exactly the same way.

A foothill property may be accumulating snow while a lower site is still dealing with rain or wet pavement. Hours later, the higher property may already be cleared while the lowland site develops an overnight refreeze problem. The weather event is technically the same, but the operating conditions are not.

What happens if snowfall exceeds forecast? Who is notified if a route misses its service window? What backup equipment is available? What happens when precipitation changes from snow to rain and then freezes overnight?

Standardization becomes much stronger when these decisions are predetermined rather than improvised during a storm.

The Route Map Is Where Standardization Often Breaks

Many commercial snow plans look organized on paper because every property has a route position.

That does not mean the route makes operational sense.

The mistake is sequencing properties only by driving distance. Mixed-elevation routes should also reflect when individual sites are likely to become difficult.

A foothill property may need earlier service while accumulation is still manageable. A lower property might need attention later as temperatures drop and wet pavement begins freezing.

The most efficient route at midnight may therefore be different from the most efficient route at 5:00 a.m.

Procurement teams should ask contractors how route sequencing changes when conditions diverge. A contractor should be able to explain what information causes a property to move up or down the service order.

A route that never changes may look predictable, but predictability is not useful when weather conditions are changing faster than the route plan.

Use One Reporting and KPI Framework

Standardized reporting is where procurement can create genuine consistency across very different properties.

Every service record should follow the same basic structure even when the actual field response varies.

Useful portfolio KPIs can include response against the agreed trigger, time to priority-area completion, repeat visits caused by refreeze, missed areas, escalation frequency, and documentation completeness.

Avoid making “time on site” the primary performance measure.

A steep foothill property may legitimately require longer service than a flat lowland parking area. That difference does not automatically mean the contractor is less efficient.

The stronger KPI is whether each property achieved its required service condition within the agreed response window.

Make service records operationally useful

Reports should document arrival, departure, work completed, exceptions, areas requiring follow-up, and visual evidence where appropriate.

During a long storm, reporting should also distinguish between “visited” and “complete.”

Those are not the same thing.

A crew may complete an initial clearing pass while additional accumulation is still occurring. Procurement teams need reporting that shows the actual condition of the property rather than a simple closed work order.

This is particularly important when reviewing service for mixed foothill and lowland locations, where follow-up requirements may develop at different times.

Do Not Let the Cheapest Contract Define the Risk Standard

Mixed-elevation portfolios make price comparisons surprisingly easy to distort.

One proposal may assume a single snowfall trigger, fixed routing, limited follow-up, and basic ice control. Another may include 24/7 monitoring, scheduled service, equipment flexibility, repeat inspections, and escalation capacity.

Comparing only the total price creates the illusion that both companies are selling the same service.

They are not.

Procurement should normalize the scope before comparing bids.

Ask what activates service, what constitutes completion, when additional visits are required, how ice control is handled, what happens during prolonged events, and whether backup equipment is available.

Transparent pricing matters because the lowest unit price can quickly become expensive when the contract contains unclear triggers or unexpected extra-service charges.

The bigger mistake is purchasing a cheaper scope and discovering during the first major storm that it was never designed for the portfolio’s actual operating conditions.

Build the Storm Scenario Into Procurement

Before awarding a contract, give each bidder the same realistic scenario.

Snow begins first at higher properties. Lower sites receive rain. Temperatures fall overnight. The foothill locations require plowing while several lowland properties develop freezing conditions after the main snow has passed.

Then ask the contractor to explain the response.

Which properties move first? What triggers a route change? When is ice control deployed? What gets reported? Who handles escalation? What happens if equipment fails? When are completed sites inspected again?

The quality of those answers often reveals more than a generic service proposal.

Standardization should make a mixed-elevation portfolio easier to govern. It should not force every property into the same weather assumption.

The strongest model keeps the safety standard, documentation, KPIs, communication, and accountability consistent while allowing triggers, equipment deployment, and route sequencing to change with actual conditions.

For procurement and operations leaders, that is the real objective: one accountable winter-service framework with enough flexibility to handle the properties that winter refuses to treat equally.
